    • Support throughout the application process

    The programme’s two objectives

Combined financing supports the economic transition of the three eligible counties. A business may apply under both objectives through separate applications.

    • Energy efficiency and greenhouse-gas reduction: upgrading buildings and production processes and switching to lower-emission technology.
    • Diversification: creating or expanding manufacturing, production and service capacity linked to clean technologies and the circular economy.

    Applicants and project location

Micro, small and medium-sized enterprises with at least one complete, closed financial year may apply. Their head office may be elsewhere, including Budapest; the investment itself must be located in Baranya, Borsod-Abaúj-Zemplén or Heves.

    • At application, the project location must be a registered head office, establishment or branch.
    • This programme is not available to start-ups or consortia.

    Budget and financing amount

The total budget is HUF 25.5 billion, with HUF 8.5 billion allocated to each county. Financing is HUF 5–500 million per objective, capped at fifteen times the preceding closed year’s operating profit. Up to 50% may be a grant, with the remainder provided as an interest-free loan.

    Own funds, collateral and advances

At least 10% of eligible costs must come from own funds free of public support, evidenced no later than the first disbursement. Required collateral coverage is 50%; financed assets and property undergoing construction must form part of the security. Supplier advances of up to 50% may be available for tangible assets under the call’s conditions.

    Interest and repayment

Interest is 0%, with no management, commitment, early-repayment or contract-amendment fee. Third-party costs, such as valuation or notarial fees, may apply. Full early repayment is possible before the performance assessment, and partial early repayment afterwards, subject to the contract.

    Loan term and implementation

The term follows asset depreciation, generally 24–82 months; building energy-efficiency or property projects may run for up to 120 months. The availability period is 6–24 months, and implementation must finish within 24 months of signing.

    • Energy-efficiency and emissions objective: a 3–6 month grace period after the availability period.
    • Diversification objective: a 15–18 month grace period after the availability period.

    Energy efficiency and technology transition

The second objective helps establish sustainable business and production activities while retaining existing jobs.

    • Manufacturing, installation, maintenance and repair of clean technologies, including solar, wind, batteries, heat pumps, hydrogen and biogas.
    • Circular product design and manufacturing, repair, refurbishment, remanufacturing, sharing and product-as-a-service models.
    • Waste collection, recycling and technologies supporting circular solutions.

    Related costs for diversification

Capacity development can be complemented by the following activities.

    • Property construction, extension, conversion and modernisation: up to 40%.
    • Production-optimisation systems: up to 20%.
    • Market research, marketing and trade-fair participation: up to 10%.
    • Preparation and design: up to 5%; engineering and expert fees: 5%; project management: 2.5%.

    Project commitments

Energy-efficiency investments must demonstrate at least 30% primary-energy savings. Technology changes targeting greenhouse gases must demonstrate emissions reduction. The diversification objective is linked to retaining employment.

    • Compliance is demonstrated through audits, certificates or employment records. Diversification requires employment retention for 12 months after completion.
    • Failure to meet the energy conditions may trigger repayment; failure to meet the diversification commitment may convert the grant portion into a loan under the call’s rules.
    • Equipment using fossil fuels, vehicle purchases and property acquisition are not eligible.

    Application and preparation

Applications may be submitted through MFB Pont Plusz from 1 February to 31 October 2027, or until funds are exhausted. We review project-start timing before submission and help assess the location, energy documentation, costs and achievable commitments.

Which development route fits your project?

DIMOP Plusz 5.1.2 and 5.1.3 comprise several separate calls. We identify a suitable route based on the project’s purpose, technology maturity and delivery structure.

    • 5.1.2/B-26: digital business research and development.
    • 5.1.2/C-26: complex digital research and development.
    • 5.1.3/A-26 and 5.1.3/B-26: critical digital technologies for defence and healthcare respectively.

    STEP objectives and technology areas

Under the selected call, development must relate to innovative, emerging or cutting-edge technology, or help reduce the European Union’s strategic dependencies.

    • Semiconductors and microelectronics.
    • Artificial intelligence and data technologies.
    • Quantum technologies and advanced digital infrastructure.

    Grant amount and aid rate

The available amount and aid rate depend on the specific call, business size, research or development activity, and whether the project is delivered independently or by a consortium. During the initial assessment, we identify the appropriate call and calculate the relevant financing.

    Applicant readiness

Operating history, staffing, revenue and registration of the project location form part of the eligibility assessment. We check the exact requirements against the selected sub-call.

    • Individual calls may require at least one complete, closed 365-day financial year and at least 5 employees.
    • The project’s head office, establishment or branch may need to have been registered for at least one year.
    • Revenue thresholds may range from HUF 50–75 million for an individual applicant and HUF 100–150 million combined for a consortium, depending on the area; they are not uniform across calls.

    Relevant business activities

Alongside software and digital development, a defence or healthcare application may determine the suitable call. We check activity classifications against the TEÁOR system referenced by that call.

    • Software publishing: TEÁOR 58.2; information technology services: 62.
    • Data processing and hosting: 63.1; telecommunications: 61.

    Potential project costs

Cost eligibility depends on the R&D activity and the rules of the selected call.

    • Equipment, intangible assets and research, development and innovation services.
    • Professional rental and service costs, personnel, travel and materials.
    • Flat-rate costs permitted by the call.

    Technology and business commitments

Commitments depend on the sub-call. During planning, we assess which technology-readiness, commercialisation and intellectual-property targets can be achieved.

    • Certain criteria require TRL 7 by project completion, followed by TRL 9 within the next 24 months.
    • A call may require revenue results of at least 20% of the grant during the first two maintenance years, with repayment of 20% of the grant linked to non-compliance.
    • An EU trademark or registered design application to EUIPO may also be required by project completion.

    How do we get started?

We review the development idea, business objective, technology maturity and potential partners. We then check the selected sub-call’s current application window and detailed conditions and prepare the next step on that basis.
